Established by Queen Glacier during the War of SandWing Succession, it was conceived as a bold experiment: a walled village where dragons of all tribes could live together in peace, governed by strict laws forbidding violence and tribal prejudice. In the post-war era, Sanctuary stands as a fragile but defiant symbol of unity—a testing ground for inter-tribal cooperation that has survived assassination attempts, political suspicion, and a near-destruction by an animus-powered statue.

She offered a portion of Ice Kingdom territory—a barren, snow-blasted patch near the border, where the wind cuts like claws and the ground is hard as ice—to create a place where dragons of any tribe could live without fear of persecution or attack. The settlement was built with high, pale walls and a single iron gate, and its laws are enforced by a council of representatives from different tribes, ensuring no single group dominates. The village is self-governing, though it remains under the Ice Kingdom's protection—a fact that rankles some traditionalist IceWings.

The settlement's founding was deeply controversial among IceWings, who have long viewed outsiders with suspicion and pride themselves on their tribe's purity. Queen Glacier faced quiet resistance from her own nobles, who muttered that Sanctuary would dilute their heritage and invite spies. The settlement was nearly destroyed by the animus-powered statue of a dragon named Vulture, animated by the villainous Chameleon to wreak havoc. The attack was thwarted by a group of young dragons from Jade Mountain, including Qibli, who used his wits and a stolen animus-touched object to save the village. This event cemented Sanctuary's reputation as a resilient symbol of hope—a place that, against all odds, refuses to fall.
